When Dr. J. Terence Kelly's contract ran out Aug. 31, the board of trustees approved extending Kelly's contract, but it was never signed.Kelly resigned Jan. 31 because of health problems caused by a stroke in April.

Had Kelly returned, the chancellor's contract would have been extended for two years, Charles Conner, chairman of the district's board of trustees, said.

No physical contract exists, Conner said.

The Audit, Budget and Finance Committee approved a recommendation to renew Kelly's contract in May.

The recommendation included a 5 percent annual salary raise, which would have increased the chancellor's pay to $243,000.His salary before his disability was $225,000, Elisa B. Hernandez, compensation and benefits manager, wrote in an e-mail Jan. 25.

The contract also was supposed to include 30 days paid administrative leave, with an option for an additional 30 days leave.

Kelly's former contract states "the chancellor shall be paid an annual salary of $225,000, and any annual increases the board considers appropriate, based on performance and evaluation."

Kelly ran out of sick leave July 15 and went on short-term disability.

Hernandez wrote short-term disabilty is in effect for 18 weeks after satisfying a 60-day waiting period.Kelly entered long-term disability in October after he fell and broke his hip.

He now receives 60 percent of his salary from the disability insurance carrier, Hernandez wrote.

This is $135,000 per year. Kelly is preparing to move back to Miami around Feb. 10 to be closer to his children.
