Search for district internal auditor continues

A committee of the Alamo Community College District board of trustees interviewed a seventh candidate for the position for a district director of internal audit Tuesday but decided to keep interviewing candidates afterward.

The Audit Budget and Finance committee has interviewed seven candidates for the position.

"They have decided not to make a final decision at the meeting," human resources Director Celso Guzman said in an interview Wednesday.

Daryl Hill has been interim director of internal audit since August 2004. Hill was an audit manager until the former director, Ray Patterson, retired in the summer of 2004.

The director of internal audit reports directly to the board, one of the few positions that does. The other positions that answer to the board are the chancellor and the board liaison Phyllis Rodriguez-Williams.

Board chairman Charles Conner said the board has been working on filling this position for 1 1/2 years.

"This is a very important position, and it requires the right person," he said.

Gloria Medellin, employee relations manager, said the district had 11 qualified applicants and has interviewed seven so far.

According to the job description on the human resources Web site, an internal auditor develops and directs comprehensive risk assessments for all district activities and operations, develops internal auditing activity policies in consultation with the board and analyzes data obtained for accuracy of transactions.

To qualify for the position, candidates must have a bachelor's degree with a major in accounting and 10 years of experience in internal auditing with six years at a supervisory level.

Candidates need a certified public accountant or certified internal auditor license and special knowledge, abilities and skills for the job.

Candidates have been quoted about $100,000 for the annual salary, Medellin said.

Acting Chancellor Daniel Derrico said one candidate the board was interested in got a higher-paying job in California.

"Auditors are in great demand now," Derrico said. "We want an experienced auditor."

If the committee finds an appropriate candidate, it needs to make a recommendation to the board, and the board needs to approve the candidate, Derrico said.

The district has hired the external audit firm Deloitte & Touche to help develop auditing standards, Derrico said.

The district also hired Garza/Gonzalez & Associates as external auditors for an amount of $67,800.

Derrico said the district advertised for the position for a director on the district's Web site and in the Chronicle of Higher Education.

"I've told the board 'You better be ready for the fact that you hire a really good auditor,'" Derrico said.
