Board approves tax decrease for '08

A tax decrease has been approved by the district board of trustees. Wednesday night, the board unanimously approved dropping the property tax rate to $0.13455 per $100 of assessed valuation.

District 3 trustee Jennifer Ramos and District 7 trustee Charles Conner were absent.

The old rate was $0.13705 per $100 of assessed valuation. A house appraised at $100,000 last year would pay a tax to the district of $137.05. With the new rate, the tax would be $134.55 - a difference of $2.50, said James McLaughlin, vice chancellor for administration.

The district estimates a tax revenue of $77.1 million.

The district will be receiving a 9 percent tax revenue increase, even though the tax rate decreased, because of higher property appraisals.

In July, the board approved a $244.4 million budget, a $24.3 million increase from the previous year.

The board also approved in a 5-1-1 vote a joint participation and use agreement and lease for the Judson Independent School District's Early College High School to be located on the Northeast Lakeview College campus.

Board Chair Roberto Zárate, who represents District 5, was excited about the partnership, saying, "This is the last legal hurdle to make this happen."

The school will enroll about 600 high school students in a five-year program where upon completion, students will earn a high school diploma and an associate degree. The school is set to open fall 2009 and will be funded by a $12 million bond approved in 2006 for Judson ISD capital improvements.

District 9 trustee James Rindfuss opposed the deal, stating that he would have to view the final contract, which was not provided to the trustees during the board meeting. District 1 trustee Bernard Weiner abstained from the vote for the same reason.

A few facilities improvements were approved by the board, including a consultant fee of $162,895 with Kell Muñoz Architects Inc. for architect/engineering services for the St. Philip's College science and Sutton building renovations.
