Marcelo Casillas will stay in office, having drawn no opponents.
Casillas did not respond to telephone and e-mail requests for an interview.
The formal motion is expected to be passed at the April 15 regular meeting of the board of trustees.
"It's routine; it saves money," said board Chair Roberto Zárate.
He said the same thing was done during the 2006 election when Dr. Gene Sprague drew no opponents in District 6 and in his own race in District 5.
District general counsel Martha McCabe said she estimated the district would save $70,000 by not holding an election for District 4. "I'm guessing that's as good a number as you can get," she added.
She said she derived that number from what the Bexar County Election administrator billed the district for conducting the election for Districts 3, 8 and 9. The district was billed about $200,000 for the elections, she said.
The money is used by Bexar County to pay for the voting machines and for workers at the polling places.
Elections for Districts 3, 8 and 9 will be May 10.
Each of the other districts drew two opponents: in District 3, Anna Bustamante and Ricardo A. Martinez; in District 8, Gary Beitzel and Crista Branch; and in District 9, James Rindfuss and Carolyn R. Montoya.
Districts 4, 8 and 9 are for six-year terms, while the person elected to District 3 will serve out the remaining two years of the term left by Jennifer Ramos, who resigned to be appointed to the San Antonio City Council for District 3.
The deadline to register to vote is Thursday.
Early voting begins April 28. For more information, call 335-VOTE(8683) or visit http://www.bexar.org/elections/.
