Ricardo Martinez was honorably discharged from the U.S. Army in 1972.

As an advocate for the community, Martinez has focused on the needs of the South Side.

He has been an advocate for the South Side since returning from the Vietnam War; a member of both Veterans of Foreign Wars, Post 9186, and American Legion JFK, Post 485.

Martinez then directed his energy and resources into the establishment of the South Side Assistance Association, a program geared toward helping the elderly; he is a licensed chemical dependency counselor and a state social worker.

In October 1997, Martinez was first appointed to the board finishing the remainder of George Killen's six-year term after he resigned in May.

Martinez lost the regular election for the District 3 seat May 1998 to Vincent Lázaro.

But, after a bribery scandal in 2003-04 left a vacancy, for the second time, Martinez was appointed to the District 3 seat; he received the appointment Feb. 26, 2004, by a unanimous decision after a closed session.

Jennifer Ramos, a restaurant co-owner, defeated him three months later. Ramos' resignation to join the San Antonio City Council as the District 3 representative left the vacancy.
