Vice chancellor for employee services hired

Interim says he will go back to being retired unless the district needs help.

The hiring of an associate vice chancellor for employee services was approved by the board of trustees Tuesday.

David L. Winney is the human resources director and civil service director for the City of Wichita Falls. He will start with the district May 5.

Winney served in the same capacity for the city of Cedar Rapids, Iowa, from January 1997 to September 2005. Before that Winney spent eight years in San Antonio working as the director of human resources and auditor for the federal government, Air Education and Training Command inspector general team and U.S. Air Force Recruiting Services personnel division.

Dr. Richard Drum, interim associate vice chancellor for employee services, said the district had 47 applicants for the position, which were eventually narrowed down to four who were interviewed March 11-12.

Drum said the names of the finalists were not released to the public because it is not common practice for the district.

He said it is common to release the names of finalists when the position is one like a college president or vice president of academic affairs. In those cases, forums are held for people to speak with the candidates.

This college provides the names of finalists and offers public forums for candidates for vice president and dean.

Drum said that after Winney joins the district, Drum will not be working for the district.

"I'll go back to being retired," he said.

Drum joined the district last summer as the interim vice chancellor of administration until James McLaughlin filled the position. Drum was moved to his current position in September.

He said he may help the district part-time with restructuring the district policies and procedures.

"I am humbled that I had a chance to be involved with the district. They are wonderful people - so much belief in education and their mission of opportunity to provide for students."
