Chancellor addresses faculty, staff grievances about top-heavy administration
Bexar County taxpayers support district headquarters while colleges operate on tuition, fees and state reimbursement, he explained.

This was apparent in January when the board of trustees waived regular hiring practices to bring Cleary to his current position.
"When we found Tom, it was a carpe diem moment," Leslie said.
He said it was apparent upon meeting Cleary in his application as vice chancellor for academic and student success that he would be better suited for an IT job, as a "data-driven" person.
Leslie said that it was important to quickly hire Cleary for the vice chancellor for planning, performance and information systems job before the district lost him to another institution. It was for this reason, Leslie said at the meeting, that the position was not re-advertised as is directed by district policy.
He also took a similar route when attempting to fill the vice chancellor for academic and student success.
At the June 17 regular board of trustees meeting, the board approved three hires for vice chancellor and associate vice chancellor positions: Executive Vice President Kristine Clark moved from her position at this college to vice chancellor for academic success; Adelina Silva, the district's director of student and community program development, was promoted to vice chancellor for student success; Jo-Carol Fabianke, the district's director for Achieving the Dream, was promoted to associate vice chancellor for academic support.
Leslie said the position of vice chancellor for academic and student success was originally advertised as one position, but it became clear that the duties in the position should be split because anyone in that title would focus their attention on the academic side to the detriment of student needs, he said.
He said the search for a vice chancellor for academic and student success had taken a year and a half, and the district had gone 25 years without anyone in that slot. There was enormous pressure to get that position staffed, he said, and rather than wait another year to re-advertise and go through the hiring process, he decided to fill the two halves with the top two candidates - Clark on the academic side and Silva on the student side.
